How the ACT Can Be Used to Satisfy ESSA Requirements and Point Students Toward College

The Every Student Succeeds Act (ESSA) allows states and districts to use nationally recognized college readiness assessments (like the ACT® test) for federal accountability—a response to nearly two decades of state policymaking and one that many policymakers support.

States and districts using or considering using the ACT as their federal accountability assessment in high school are invited, along with other interested stakeholders, to understand how the ACT is and can be used to satisfy ESSA requirements while also providing students with a college-reportable score.

Scott MontgomeryScott Montgomery is Senior Vice President for Public Affairs at ACT. He leads the team that works with state and federal lawmakers, national organizations, and industry and sector thought leaders seeking opportunities to build partnerships and alliances; develop policy recommendations; and address forward-thinking reforms that support college and career readiness for all individuals. Prior to joining ACT, Montgomery served as Deputy Executive Director at the Council of Chief State School Officers (CCSSO), where he directed the offices of Member Services, Policy/Advocacy, and Communications and provided leadership for CCSSO’s Common Core State Standards Initiative. Montgomery was associated with some of the Council’s largest initiatives, including SchoolMatters.org and the State Action for Education Leadership Project. A native Arizonan and proud alumnus of Arizona State University, Montgomery now resides in Iowa City, Iowa, with his wife and their three sons.

Wayne CamaraWayne Camara is Horace Mann Research Chair at ACT and previously Senior Vice President of Research at ACT and the College Board. He provides technical expertise and research leadership and represents ACT with key stakeholders in measurement and assessment work. Camara has also served as Assistant Executive Director of Science for the American Psychological Association, directing governance and scientific involvement in policy and federal advocacy initiatives in behavioral science research. He also directed the revision of the Standards for Educational and Psychological Testing, and in 2006, was appointed as Chair of the AERA/APA/NCME management committee for the 2014 revision. He is a frequent presenter at national conferences on industrial psychology, educational research and assessment.

Steve VoytekSteve Voytek is the Federal Government Relations Manager for ACT. He advocates for the organization’s federal policy priorities on Capitol Hill and works to advance the organization's national policy objectives. Prior to this, Steve was the Government Relations Manager for Advance CTE—the national organization representing state and territory leaders for Career and Technical Education (CTE). Steve has also served as a Research Associate for the National Association of Workforce Boards, focusing primarily on economic and workforce development policy and legislation. A Maryland native, he has also worked in the Office of Congressional and Legislative Affairs at the US Department of Commerce’s National Institute of Standards and Technology (NIST) and as a state and local government affairs advocate for the National Aquarium in Baltimore. Steve holds an MA in History from West Virginia University and an MA in International Relations from Collegium Civitas in Warsaw, Poland. He also graduated with a BA in Political Science and Economics with honors from Hiram College.
